TNC Indonesia Marine and Forest Program are currently seeking to immediately fill in positions within the program.

LAND USE PLANNING MANAGER -- Based in Berau, East Kalimantan

The Land use Planning Manager is responsible for the overall planning,
coordination and implementation of a comprehensive land use planning
program to protect natural areas and habitat for rare and endangered
plants, animals and natural communities using the full range of land use planning & conservation tools and cooperative projects with national, provincial, and district government, conservation organizations and other partners as appropriate. S/he works closely and coordinates with a wide variety of Nature Conservancy staff, private individuals, and corporations in support of conservation goals. S/he is an expert in spatial planning & conservation techniques and advises the land use planning staff and government partners on the application of these tools for conservation advancement. The Manager supervises land use planning staff working toward accomplishment of land use goals.

Requirements:

  • Bachelors Degree in natural resources management, conservation, business, law or another related field of study and at least 5 years successful work experience in spatial planning, land conservation, real estate, law, business, or related field. Advanced degree may be required or preferred.
  • Demonstrated ability to work efficiently and effectively with a wide range of people including local communities, industry executives, and government officials.
  • Supervisory experience, including ability to motivate, lead, set
    objectives and manage performance.
  • Knowledge of current trends and strategies in conservation and spatial planning.
  • Successful experience in developing, directing and managing multiple projects and timelines.
  • PC familiarity, including database knowledge, in order to maintain records related to land transactions.

FOREST MODELS MANAGER -- Based in Balikpapan, East Kalimantan

The Forest Models Manager is responsible for the development and implementation of a program to enhance the suite of tools and approaches available to land managers to effectively manage tropical forests in a various terrestrial land use categories within the confines of Berau District (e.g. production forest [HP], limited production forest [HPT], protection forest [HL], and non forest use areas [KBNK]).
Forest management tools and approaches will be developed, leveraged, and tailored to create "Models of Good Forest Management Practice" in natural forest concession, timber plantation, oil palm plantation, protection forest, mangrove shrimp farming, industrial coal mining, and small scale agricultural settings. The Land use Models Manager will achieve this by leveraging existing land use models, conservation tools and cooperative projects with national, provincial, and district governments, conservation organizations and other partners, as well as delivering innovative solutions to abate threats to Berau's tropical forests.
S/he works closely and coordinates with a wide variety of TNC staff, consultants, NGO partners, private companies, and government agencies in support of conservation goals. S/he is an expert in natural forest management with strong experience working with the private sector and local communities with hands-on conservation. S/he has proven experience in thinking outside the box to develop creative solutions to complex natural resource management challenges and is able to motive and lead a broadly disbursed team of people. S/he serves as the principle contact to government agencies, other conservation organizations, foundations and the academic community within his/her Conservation function.

Essential functions include the following:

  • Establishes the Conservancy as a major conservation partner within the area of responsibility
  • Defines conservation priorities in the area of responsibility
  • Leads and manages team which supports and improves conservation efforts
  • Builds strategic, scientific, and technical capacity in the field
  • Develops key partnerships with public and private organizations in order to identify and resolve technical issues and to widely communicate solutions and best practices
  • Develops innovative scientific methods, analyses, tools and frameworks to address the natural system needs
  • Engages local community support for local conservation efforts
  • Negotiates complex and innovative solutions with government agencies and land managers to conserve and protect natural forest
  • Develops and implements conservation strategies
  • Responsible for project management activities and strategic planning.

Requirements:

  • MS degree and at least 7 years experience in conservation practice or equivalent combination of education and experience
  • Demonstrated experience influencing, developing and implementing conservation policy and plans
  • Knowledge of current trends and practices in relevant
    discipline(s) and regions
  • Developing practical applications of scientific concepts and
    technical innovations for conservation purposes
  • Knowledge of methods and standards of biodiversity information systems and initiatives
  • Motivating team members, setting goals, and leading efforts
  • Delivering practical, adaptable products and services to customers
  • Knowledge of politics and society with respect to environmental affairs
  • Managing time and diverse activities under deadlines while
    delivering quality results
  • Communicating clearly via written, spoken, and graphical means in English and Indonesian
  • Demonstrated experience in fundraising
  • Successful experience in developing, directing and managing
    multiple projects.
  • Demonstrated supervisory experience, including the ability to
    motivate, lead, set objectives and manage performance.
  • Successful experience in partnership development (partners,
    community, government, etc); political savvy.
  • Proven interpersonal, communication and negotiation skills.

Essential Functions: Assists The Wakatobi Monitoring Coordinator with the Execution of the biological monitoring program. It  will include data collection in the field, data management and coordination of logistics for the various types of field work.  The position  will initially be involved mainly in the data collection on Wakatobi Monitoring Programs of the marine resources (coral reef resilience, reef monitoring, cetaceans, dugong, manta rays and the related monitoring and  surveillance. responsibilities as well as socioeconomic information based on the previous surveys, statistics, spot interviews, and observation.  The Officer will work closely with members of partners, relevant stakeholders and institutions of Wakatobi that are
assigned to the biological monitoring program

Qualifications : Bachelor's degree (S-1) in marine biology or fisheries and some knowledge on marine organisms and ecosystems.  Master's degree in relevant field is an advantage. At least 2 - 3 years experience in management of awareness and outreach programs. Affinity with the ocean, good swimming and basic skin-diving skills.  Certified diver is a must.

Duties and Responsibilities :

Under the direct supervision of the Regional Director, Regional Office Asia Pacific (ROAP), and in coordination with the Deputy-Director, Division Environmental Policy Implementation (DEPI), the incumbent will be responsible for initiating, developing and coordinating the regional delivery of the Ecosystem Management Programme (EMP) in Asia and Pacific countries, including the Reducing Emissions from Deforestation and Forest Degradation (UN-REDD) Programme.

He/she will work in close collaboration with various staff of DEPI in the field of EMP and REDD. Specifically the incumbent will perform the following duties :

Coordinate the development and implementation of the Ecosystem Management Programme in Asia Pacific :

  • In coordination with the Global EMP Coordinator (Nairobi) and DEPI’s Chief ofthe Terrestrial Ecosystems Unit, review regional and country-level programming and activities;
  • In consultation with the Global EMP Coordinator develop initiatives with DEWA, DELC and other partners on the analysis of EMP needs at sub-regional and national levels;
  • Identify technical opportunities, develop project proposals and establish funding strategies;
  • Establish possible linkages of EMP programming with the five other subprograms of UNEP;
  • Assist with identification and sourcing of technical expertise and support;
  • Supervise relevant staff on EMP initiatives managed through ROAP;
  • Assist with the supervision, implementation, monitoring, evaluation of UNEP’s EMP activities;
  • Network with other organizations to design and promote linkages and partnerships on EMP;
  • Coordinate support to countries to develop national policies and action plans on ecosystems services and management plans;
  • Participate in EMP programme meetings, teleconferences, workshops, retreat, strategic planning exercises in the region; Prepare semi annual progress reports;
  • Keep EMP global Coordinator informed on trends and issues with Ecosystem services in the region.

Support the development and implementation of the UNEP’s components of the UN-REDD Programme in Asia Pacific:

  • Contribute to the organization, participate and report on country programme scoping missions, and identify activities and roles for UNEP
  • Assist with programme formulation, inception, contracting through ROAP, and start up of UNEP’s components of national joint programmes including development of work plans;
  • Assist with the supervision, implementation, monitoring, evaluation of UNEP’s component activities;
  • Liaising, with other REDD related initiatives to ensure UN-REDD Programme national joint programmes contribute to the development of nationally-owned REDD programme;
  • Prepare semi-annual progress statements on the implementation status of the UN REDD Programme in pilot countries (UNEP parts);
  • Contribute to establishing and maintaining contact with other agencies, donors, NGO’s, private sector, scientific institutions;
  • Collaborate with FAO and UNDP at the regional level;
  • Participate in UN-REDD Programme meetings, teleconferences, workshops, retreats, strategic planning exercises in the region;
  • Through DEPI’s Climate Change and Forests Senior Programme Officer, work with the UNREDD Technical Secretariat;
  • Provide comments, inputs and review UN-REDD Programme documents;
  • Assist with the development of communication and knowledge sharing materials and exchange between UN-REDD Programme national pilot countries and the global UN REDD Programme initiatives.

Corporate responsibilities Contribute to EMP relevant PAG reviews :

  • Contribute to knowledge management of DEPI;
  • Attend to relevant meetings in the region;
  • Represent DEPI and ROAP on relevant fora on EMP.

Competencies :

Professionalism : Demonstrated professional competency in the field of forest management, coupled with hands on experience in policy making and policy development processes at national regional and global levels with ability to make strategic direction recommendations to foster cooperation with partners for delivery of the UN-REDD and ecosystem management programme.

Familiarity or exposure to implement national projects and mainstream UNEP programme objectives into national planning processes. Planning and Organizing: Demonstrated planning and organizational skills to handle multiple environmental issues related to UN-REDD and ecosystem management and to work well under strict deadlines.

Communication : High quality communication skills in English, both written and oral are essential. Ability to convey messages/ideas in a clear, concise style, both orally and in writing to various audiences. Ability to develop networks at all levels is desirable.

Creativity : Innovative thinking, to develop tools and action plans to assist governments in the

formulation of environmental policies for sustainable environmental management practices.

Qualifications and Experience :

Education

Advanced university degree (Masters’ or equivalent) in natural resources management, environmental sciences or a related field. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.

Experience :

A minimum of seven years of experience in environment programme/project management, some of which at the international level, in a wide range of terrestrial, wetland, coastal and marine subjects.

Management of field-based activities an asset. Experience in forest management is required.

Languages:

English and French are the official languages of the UN Secretariat. For the post advertised,

fluency in oral and written English is required. Knowledge of other official UN languages is an

asset. Other Skills

Excellent computer skills (MS Word, Excel, Power Point, Project, e-mail, internet) are required.

  • Memastikan tersedianya laporan teknis tiga bulanan dan laporan status populasi, serta progress kegiatan monitoring setiap akhir musim peneluran.

  • Work in close cooperation with the Ecosystem Manager and other project staff, and cooperate with all GIS related consultancies.
  • Develop and manage map libraries and data dictionaries and ensure the quality of the data obtained; coordinate with other projects and agencies for data gathering and information sharing.
  • Manage the operation and maintenance of software. Operate the software to create and produce GIS products requested.
  • Prepare annual work plans, quarterly and monthly implementation plans and procurement plans for updating the existing GIS database and carrying on the work; report regularly to the Ecosystem Manager; document all GIS division activities and prepare periodic reports to donors and other agencies.
  • Conduct training for government agencies, NGOs and LIF staff as stated in the annual workplans.
  • Respond to all map requests from other divisions in a timely
    manner; conduct ground truthing as required, and involve project field staff in this activity.
  • Conduct special GIS studies, especially on deforestation rate
    through time series in critical parts of the project area.
    Attend meetings, workshops etc. representing LIF, prepare
    presentation materials regarding the project.
  • Support spatial planning exercises and help BAPPEDA and BAPEDALDA to incorporate enviromental concerns into spatial planning

Required Qualifications and Competencies :

  • Familiar with ARCGIS v 9.3 and ENVI v 4.4.
  • Basic knowledge in mapping such as coordinates, projections and mapping procedure.
  • Familiar with GIS data sources.
  • Able to design the data base, inluding graphic data and
    non-graphic data.
  • Able to produce draft summary reports in English (assistance with editing will be provided).

Contract Type    : Fixed Term Contract for one year (renewable).
Grade & Salary  : Negotiable and depending on qualifications.
